Jacksonville Casino Guide: Legal Gambling, Cardrooms and Cruise Options
Jacksonville does not have a full commercial casino with legal slot machines and a traditional Las Vegas-style casino floor. It does, however, have licensed cardroom gambling, including bestbet Jacksonville.
Florida law treats cardrooms, pari-mutuel slot facilities and tribal casinos differently. Jacksonville players should understand those distinctions before assuming that every business advertising casino-style gambling offers the same legal games.
Jacksonville also has an active cruise terminal, with current Carnival and Norwegian Cruise Line service from JAXPORT. That gives local casino players another travel option when evaluating cruise casino programs.
Does Jacksonville Have a Casino?
Jacksonville does not have a full commercial slot casino.
Under current Florida law, slot-machine gaming at licensed pari-mutuel facilities is restricted to qualifying facilities in Miami-Dade and Broward Counties. Casino gambling, including slots and certain table games, is also permitted at qualifying tribal gaming facilities.
Jacksonville is outside Miami-Dade and Broward Counties, so its licensed cardrooms do not operate as full slot casinos.
Florida's current gaming regulator is the Florida Gaming Control Commission.
Jacksonville Does Have a Legal Cardroom
bestbet Jacksonville operates at 201 Monument Road in Jacksonville.
Florida Gaming Control Commission licensing records for the 2026–27 licensing year list bestbet Jacksonville as a licensed cardroom.
bestbet currently advertises poker and authorized card games such as:
- Texas Hold'em
- Omaha
- Ultimate Texas Hold'em
- Three Card Poker
- Pai Gow
- Other authorized cardroom games
This is legal regulated cardroom gambling, but it should not be confused with a full casino containing commercial slot machines.

Are Slot Machines Legal in Jacksonville Bars or Arcades?
Players should be cautious.
The Florida Gaming Control Commission states that slot-machine gaming is legal only at authorized tribal facilities and at the qualifying licensed pari-mutuel slot facilities located in Miami-Dade and Broward Counties.
The Commission specifically warns that slot-style machines offered at unlicensed facilities such as bars, restaurants, gas stations and adult arcades can be illegal.
A storefront containing machines that resemble slot machines should not automatically be assumed to be a legal Florida casino.
When in doubt, use the Florida Gaming Control Commission's official gaming-locations information.

Where Can Jacksonville Players Find Full Casino Gaming?
Players looking specifically for legal casino slots and broader casino-style gaming must generally travel outside Jacksonville.
Florida currently permits full casino-style gambling at qualifying tribal gaming facilities, while licensed pari-mutuel slot facilities are limited to Miami-Dade and Broward Counties.
The appropriate destination depends on the games a player wants, travel distance and the current legal gaming options available.
GamblersHost does not recommend traveling farther or gambling more simply to obtain casino rewards.
Jacksonville Is Also a Cruise Port
Jacksonville's location creates a different opportunity that many other regional casino pages do not have: residents can board cruises directly from JAXPORT.
JAXPORT currently lists:
- Carnival Cruise Line: year-round Jacksonville service, including Bahamas itineraries
- Norwegian Cruise Line: seasonal Jacksonville service, including Bahamas and other scheduled itineraries
Norwegian began seasonal Jacksonville service in November 2025 and JAXPORT states that Norwegian is scheduled to homeport in Jacksonville from November through April annually through 2028.
Cruise schedules can change, so travelers should confirm the current sailing schedule before making plans.
Do Carnival and Norwegian Have Cruise Casinos?
Yes. Carnival Cruise Line and Norwegian Cruise Line operate onboard casino programs on qualifying ships.
Those programs are separate from Jacksonville cardroom gambling and have their own casino loyalty, offer and promotional systems.
Players researching those programs can use the GamblersHost cruise-line guides:
Can Jacksonville Players Qualify for Cruise Comp Opportunities?
A player's home city does not by itself determine cruise casino eligibility.
Qualified casino players who already have current casino or cruise casino offers can submit those offers and applicable players-club information to GamblersHost for review.
GamblersHost can help identify and evaluate available cruise-comp opportunities based on the documentation provided.
The applicable cruise casino program controls:
- Eligibility
- Available ships
- Sailing dates
- Cabin inventory
- Free Play or other casino benefits
- Taxes and fees
- Deposits
- Booking restrictions
Being located near JAXPORT does not itself create a casino comp, and GamblersHost does not guarantee a complimentary sailing simply because a player lives in Jacksonville.
What Should Jacksonville Players Submit?
If you already have casino offers from land-based casinos or cruise casino programs, useful information includes:
- Name and email address
- Date of birth
- Casino or players-club program
- Players-club number
- Current casino or cruise casino offer(s)
- Preferred cruise line, ship or sailing date when known
If you have not chosen a sailing, “Flexible” or “Not Sure” can be used where applicable.
GamblersHost does not require Jacksonville players to increase gambling or create a particular play pattern before submitting a current offer.
